The Online Access Act (OZG) requires the federal, state and local governments to provide their services also in digital form via their own portals by the end of 2022. A total of 575 services are to be provided online. The federal service "Unterhaltsvorschuss" is one of them.

Role

As the UX Lead Designer I was responsible for the scoping, planning and evaluation of all functional activities regarding the implementation of the digitalization laboratory. As the creative head, I was guiding and supervising the team throughout the entire creative process.


Here are some typical activities:

  • Scoping and planning of all user research activities (interviews, usability testing etc.)
  • Planning, executing and evaluating design sprint workshops
  • Team and stakeholder communication and alignment
  • Moderation and presentation
  • Supervision and mentoring of less experienced colleagues

  • Breaking down the complexity of public administration services within many legal and technological restrictions
  • Mediating, moderating and communicating within a diverse stakeholder environment

Process

Digitalization Laboratories are independent projects that focus the digitization of selected services within the public administration. The process is agile, multidisciplinary, user-centred and carried out in sprints, which can be planned and executed individually depending on project needs and complexity of the selected service. The process starts with intensive user research and is usually followed by one or two Design Sprints that set the focus and scope for the prototype and several technical sprints that examine technical feasibility.

Phase 0: User Research

Every Digitalization Laboratory begins with an examination of the status quo. The objective here is to get a fundamental understanding of the as-is state of the selected service and to learn more about the goals, tasks, needs and challenges of the users. Besides the extensive preliminary desk research, we also conducted several interviews with citizens as well as experts from within the public administration.

Design Sprint

Every design sprint starts with a two day multidisciplinary workshop that defines the scope and focus of the current sprint. After the cross-functional workshop the UX Team has 6-10 Days to build a representative prototype that can then be tested with real users. Every sprint no matter whether it is a design sprint or a technical sprint ends with a cross-functional review.

Technical Sprint

Both streams, the conceptual UX/ UI stream and the technical consultant stream collaborate closely right from the start, whereby the focus usually lies on the UX Stream at the start of a digitalization laboratory and on the consulting stream at the end of the project.
